B. The Structure of the System Each operator of an enterprise with more than 10 tons of non-specified substances emitted yearly has to give report once a year. Other operators give reports each 4 years but it varies according to emission permission of the enterprise.
Reporters are divided into classes. The first class includes companies which have to report emission data directly to the Ministry of the Environment. The newest national list of reported substances from 1993 includes 23 substances emitted into water, 13 into air. Water- and air-pollution and waste releases are followed.
The basic data are not accessible for public while the compiled data with comments are generally accessible. They are spread actively by regional groups called the Secretaire Permanente Pour la Prevention des Pollutions Industrielles. The Ministry of the Environment publishes yearly reports of the largest pollutants ( in units of tons per year ) - the Cartographie de la Pollution Industrielle.

The national and regional offices publish certain emission data. These data are gained mostly when emission permissions are given. They are public accessible after being processed. Some data are classified according to kind of substance ( e.g. mercury ) or enterprise. Reports are published separately for three main media. Central following of 1500 enterprises started in 1987.
The Ministry of the Environment checks the main 1500 enterprises. The regional directories for industry, research and the environment collect data from other pollutants.
