A. The Rise and Development of the System

A workshop of head industry representatives, government and public was founded thanks to the WWF ( World Wide Fund for Nature ) in 1995. This group agreed on a PRTR usefulness and assessed the common course of its implementing. The Center for Environmental Studies at the West Indies University offered the technical equipment and contacts to firms which could process and spread data.

B. The Structure of the System

Petrol mining firms, petrol refineries, chemicals and pesticides producers, tanning industry and power stations should become reporters. The aim is to follow dispersed emission sources as well.

The initial list of substances was created by the Institute for Marine Affaires . This list includes 55 substances: 15 pesticides, 8 metals, 7 volatile substances, 16 poly-aromatic hydrocarbons, PCB and conventional pollutants. Air-,water- and soil-pollution will be checked.

The extent of data publication is still being discussed. Some non-governmental organizations offered that they could spread the data actively to users. And group of employers organized in a program for cleaner production ( UNEP ) offered that they would train reporters and users.
